Botswana Vehicle Import Duty 2025 — BURS Rates & SACU Exemptions Explained

Botswana is a member of the Southern African Customs Union (SACU), which gives it unique advantages for vehicle importers. Vehicles sourced from within SACU enter duty-free, while imports from Japan, Singapore, and other non-SACU origins are subject to BURS assessment.

SACU Advantage for Botswana Importers

As a SACU member, Botswana applies zero customs duty on vehicles originating from South Africa, Namibia, Lesotho, Eswatini, and other SACU states. This is why many Botswana buyers purchase Japan-used vehicles already in Durban — since the vehicle is physically in South Africa (a SACU member), it enters Botswana duty-free.

Duty on Non-SACU Imports (Direct from Japan)

If you import directly from Japan or another non-SACU source, Botswana applies SACU common external tariff rates:

How BURS Assesses Your Vehicle

The Botswana Unified Revenue Service (BURS) uses the CIF (Cost, Insurance, Freight) value as the base for duty calculation. The vehicle's value is determined by the declared purchase price plus shipping and insurance. BURS may apply reference pricing if the declared value appears too low.

Note: The May 2025 BURS Public Notice reminds importers that vehicles must arrive at the border with a complete customs declaration (SAD 500 form) submitted at least 24 hours before clearance.

Registration Process

  • Submit BURS customs declaration (SAD 500) at the port of entry
  • Pay assessed duties and 12% VAT
  • Obtain customs clearance certificate
  • Apply for vehicle registration with the Botswana Department of Road Transport and Safety (DRTS)
  • Undergo roadworthiness inspection at a Vehicle Inspection Station (VIS)
  • Receive number plates and registration document

Compliance Tips

  • No age restriction on used vehicles in Botswana
  • Right-hand drive (RHD) is required for on-road use
  • Temporary import permits (up to 3 months) are available for foreign-registered vehicles
  • Pre-shipment inspection is not required (unlike Mozambique)
