Malawi uses an ad valorem (percentage-based) duty system with three components: import duty, excise duty (the big variable), and VAT.
The Formula
Total tax = Import duty (25% of CIF) + Excise duty (0–110% of CIF) + VAT (16.5% of CIF + import duty + excise). The excise component is the critical variable.
Step 1: Calculate Import Duty
A flat 25% of CIF value applies to all vehicles regardless of type or age.
Step 2: Calculate Excise Duty Using the Table

Step 3: Calculate VAT
VAT at 16.5% is applied to the total of CIF + import duty + excise duty.
Worked Example 1 — Best Case
Suzuki Swift 1200cc (2018, 6 years old), CIF = MWK 3,500,000:
- Import duty: 25% × 3,500,000 = MWK 875,000
- Excise duty: 0% (1200cc, under 8 years) = MWK 0
- VAT: 16.5% × (3,500,000 + 875,000 + 0) = MWK 721,875
- Total tax: MWK 1,596,875 (effective rate: 45.6%)
Worked Example 2 — Worst Case
Toyota Prado 3000cc (2010, 14 years old), CIF = MWK 8,000,000:
- Import duty: 25% × 8,000,000 = MWK 2,000,000
- Excise duty: 110% (3000cc, 12+ years) = MWK 8,800,000
- VAT: 16.5% × (8,000,000 + 2,000,000 + 8,800,000) = MWK 3,112,000
- Total tax: MWK 13,912,000 (effective rate: 174%!)
