Landing Cost Used Car Zambia — Fixed Duty & Carbon Surtax Explained

July 20265 min readMichelle Reyners

Zambia uses a specific duty system for used vehicles, meaning duties are calculated in ZMW based on engine size and age rather than a percentage of CIF value. This makes landed cost calculations different from most other countries.

Landed Cost Components

  • CIF value — vehicle price + shipping + insurance (in USD or ZMW)
  • Customs duty — fixed ZMW amount based on engine size and age
  • Carbon surtax — ZMW 5,000–35,000 based on engine size
  • VAT — 16% on CIF + duty + carbon surtax
  • RDA road levy — ZMW 1,500–3,000
  • Clearing agent fees — ZMW 2,000–5,000
  • Transport from port to your location in Zambia

Worked Example: Honda CR-V 2000cc (2015)

Cost ComponentCalculationAmount (ZMW)
CIF valueVehicle + shippingZMW 450,000
Customs dutyFixed (2000cc SUV, 8 years old)ZMW 85,000
Carbon surtaxFixed (2000cc)ZMW 10,000
VAT at 16%16% × (450,000 + 85,000 + 10,000)ZMW 87,200
RDA road levyFixedZMW 2,500
Clearing agentEstimatedZMW 3,000
Total landed costZMW 637,700

Note: Zambia's fixed duty system means older vehicles sometimes cost MORE in duty than newer ones, despite having lower CIF values. Always check the age-based duty bracket before choosing a vehicle.
