Malawi Returning Resident Vehicle Import: Duty-Free Rules & 5-Year Restriction

Malawian citizens and permanent residents returning from abroad can import vehicles duty-free under MRA's returning resident provisions. Here are the specific rules and restrictions.

What You Can Import Duty-Free

  • Single person: 1 vehicle duty-free
  • Family (married with dependants): 2 vehicles duty-free
  • Duty-free means exemption from all import duty, excise duty, and VAT

Key Conditions

  • Must have lived abroad for 12+ continuous months
  • Must have owned and used the vehicle for 12+ months before returning
  • Must complete import within 12 months of physical return to Malawi
  • Duty-free import only permitted once every 5 years

The 5-Year Ownership Restriction

MRA retains legal title to the vehicle for 5 years after import. This means:

  • You cannot sell the vehicle within 5 years without MRA approval
  • If sold within 5 years, the buyer must pay full import duty based on current MRA rates
  • The vehicle registration document will reflect MRA's interest

Required Documents

  • Original vehicle registration book from country of residence
  • Proof of residence abroad (work permit, visa, lease agreement)
  • Malawi passport or permanent residence certificate
  • Purchase invoice showing date of acquisition
  • Bill of Lading and shipping documents
  • Insurance records from country of residence

Process for Returning Residents

  • Apply to MRA for returning resident duty-free assessment (CPC 4000.430)
  • Ship the vehicle to a Malawi port of entry (Dar es Salaam route is most common)
  • Present all documents at MRA customs for assessment
  • Pay any applicable fees (processing, temporary import deposit)
  • Obtain Customs Clearance Certificate (CCC)
  • Register with Motor Vehicle Registry for Malawian number plates

Note: New from February 2024: MRA now allows duty-free import of passenger vehicles with seating capacity >5 for returning residents (amended CPC 4000.430). This means minibuses and 7-seater SUVs qualify.
