Malawi Vehicle Import Duty 2025 — MRA Excise Rates by Engine & Age

July 20257 min read

Malawi's vehicle import duty system is one of the most complex in the region. As a non-SACU country, it applies full customs duty, excise duty (on a sliding scale), and VAT. Understanding the excise table is critical to estimating your landed cost.

Duty Components

ComponentRateBase
Import duty (customs)25%CIF value
Import excise0%–110%CIF value (by engine & age)
VAT16.5%CIF + duty + excise

Excise Duty Table

The excise duty is the main variable. It increases sharply with both engine size and age:

Engine Capacity0–8 Years8–12 Years12+ Years
1000–1499cc0%30%60%
1500–1999cc15%45%75%
2000–2499cc35%60%90%
2500–2999cc45%70%100%
3000+ cc55%80%110%

Real-World Calculation Example

Consider a 2018 Toyota Corolla (1500cc, ~6 years old, CIF = MWK 5,000,000):

  • Import duty: 25% × 5,000,000 = MWK 1,250,000
  • Excise duty: 15% × 5,000,000 = MWK 750,000 (1500cc, 0–8 years bracket)
  • VAT: 16.5% × (5,000,000 + 1,250,000 + 750,000) = MWK 1,155,000
  • Total taxes: MWK 3,155,000 (effective rate ~63%)

2023 Fixed Duty Proposal (Rescinded)

In mid-2023, MRA proposed switching from ad valorem to a fixed specific duty system. This was met with strong opposition and was quickly withdrawn. Malawi continues to use the percentage-based system described above.

Important Compliance Notes

  • Register with MRA for a TPIN before importing
  • All duties paid in Malawian Kwacha (MWK) at prevailing forex rate
  • Cash or banker's cheque only — card/EFT not always accepted at border
  • Left-hand drive vehicles are generally restricted (RHD required)
  • No age restriction on used imports (unlike Zimbabwe's 10 years)
