Mozambique Intertek Pre-Shipment Inspection: Step-by-Step Guide

The Intertek Pre-Shipment Inspection (PSI) is a mandatory requirement for importing any used vehicle into Mozambique. Skipping it can cost you 10% of the vehicle's CIF value in fines. Here is the complete process.

Why Intertek?

The Mozambican government appointed Intertek as its official inspection partner under Ministerial Diploma 244/2011. Intertek verifies that used vehicles are roadworthy, not stolen, and match their documentation before they leave the source country.

Step 1: Apply for a MOZ Number

Before you can arrange inspection, you need a MOZ number. This is obtained from the Intertek office in Maputo:

  • Contact Intertek Maputo office with the vehicle invoice
  • Provide the engine number and chassis/VIN number from the vehicle
  • Intertek issues a unique MOZ number linked to your vehicle
  • This number is used to track the inspection process
  • Allow 2–3 business days for MOZ number issuance

Step 2: Schedule Inspection in Japan

  • Intertek has inspection centres in major Japanese ports (Yokohama, Kobe, Nagoya)
  • Your exporter/supplier can arrange the inspection on your behalf
  • Provide the MOZ number to the inspection centre
  • Schedule inspection before the vessel departure date

Step 3: Vehicle Inspection

Intertek inspectors physically examine the vehicle, checking:

  • Chassis/VIN number matches documents
  • Engine number matches documents
  • General roadworthiness (brakes, tyres, lights)
  • Odometer reading recorded
  • Vehicle photographed from multiple angles
  • No evidence of accident damage or structural issues

Step 4: Receive Inspection Certificate

After passing inspection, Intertek issues a certificate of conformity. This certificate must accompany the vehicle's shipping documents. The original is required for Mozambique customs clearance.

What If You Skip PSI?

  • Vehicle may be refused entry at Mozambique customs
  • Subject to Destination Inspection (DI) at the importer's full cost
  • A fine of 10% of the CIF value is imposed
  • DI costs are typically higher than arranging PSI in Japan
