The Malawi Revenue Authority (MRA) is responsible for all import duty and tax collection on vehicles entering Malawi. As a non-SACU country, Malawi applies full duties on all imports regardless of origin.
What MRA Does
MRA assesses and collects import duty (25%), excise duty (0–110% by engine/age), VAT (16.5%), and any applicable levies on imported vehicles. MRA also enforces import documentation compliance.
Step 1: Register for a TPIN
Every importer must have a Taxpayer Identification Number (TPIN) from MRA. Registration is free and can be completed online or at any MRA office. You will need your passport or Malawi ID and proof of address.
Step 2: Submit Customs Declaration
Your clearing agent submits the customs declaration through the Automated System for Customs Data (ASCUDA) at least 48 hours before the vehicle arrives. Include vehicle documents, CIF value, and TPIN.
Step 3: Duty Assessment
MRA assesses duties using the ad valorem system:
- Import duty: 25% of CIF (flat rate for all vehicles)
- Excise duty: 0–110% based on engine capacity and age bracket
- VAT: 16.5% on CIF + duty + excise
Step 4: Payment
All duties are paid in Malawian Kwacha (MWK) at the prevailing exchange rate. MRA accepts cash or banker's cheques at designated banks. Card and EFT payments are not always available at border posts.
Step 5: Clearance and Registration
- Receive Customs Clearance Certificate (CCC) from MRA
- Register with the Malawi Motor Vehicle Registry
- Complete roadworthiness inspection at a designated testing station
- Obtain Malawian number plates

- Right-hand drive (RHD) vehicles only — LHD is generally restricted
