Zambia introduced a carbon surtax on imported motor vehicles as part of its environmental tax policy. Unlike customs duty, which is a fixed ZMW amount, the carbon surtax is specifically aimed at discouraging high-emission vehicles.
Who Pays the Carbon Surtax?
Every importer of a used or new motor vehicle into Zambia must pay the carbon surtax. It is assessed at the time of customs clearance and must be paid before the vehicle can be registered.

How It Affects Your Total Cost
The carbon surtax is added to your customs duty before VAT is calculated. So a higher surtax increases your VAT bill as well. Example:
- Vehicle: 2500cc SUV, CIF = ZMW 400,000
- Customs duty: ZMW 85,000
- Carbon surtax: ZMW 20,000
- VAT: 16% × (400,000 + 85,000 + 20,000) = ZMW 80,800
- Total taxes: ZMW 185,800
Are There Any Exemptions?
- Full electric vehicles may qualify for reduced rates (confirm with ZRA)
- Zambia diplomatic corps are exempt
- Agricultural and mining vehicles may have reduced rates
- Returning residents may be exempt from customs duty but must still pay carbon surtax
Tips to Minimize Carbon Surtax
- Choose a vehicle under 1500cc (ZMW 5,000 surtax vs ZMW 35,000)
- Consider newer vehicles if the total duty + surtax works out lower
- Hybrid and small-cc vehicles offer the best total tax burden
