Importing a Hybrid or EV to Zambia: Special Duty Rates & Incentives

July 20255 min read

As fuel prices rise and environmental awareness grows, Zambia is seeing increasing interest in hybrid and electric vehicles. But do the import tax savings make them worth it?

Hybrid Vehicles in Zambia

Hybrid vehicles (petrol-electric, like the Toyota Prius, Aqua, or Honda Fit Hybrid) are treated as regular petrol vehicles for duty purposes under current ZRA rules. They do NOT qualify for a specific hybrid duty reduction. However, because most hybrids have smaller engines (1300–1800cc), they typically sit in lower fixed-duty and carbon-surtax brackets.

Full Electric Vehicles (EVs)

Full EVs like the Nissan Leaf, Tesla Model 3, or BYD models qualify for reduced import duties under Zambia's green energy policy. The specific duty rates for EVs are approximately 30–40% lower than equivalent petrol vehicles.

Practical Considerations for EV Imports to Zambia

  • Charging infrastructure is limited outside Lusaka and the Copperbelt
  • Importing a used EV from Japan offers the best value (Japan has excellent EV maintenance records)
  • EV batteries degrade over time; request battery health reports before purchase
  • Spare parts for popular EVs (Nissan Leaf) are becoming available in Lusaka
  • Hybrids are the safer choice for most Zambian buyers — no range anxiety, existing fuel infrastructure

Recommendation

For most Zambian buyers, a small-hybrid or small-cc petrol vehicle offers the best balance of import cost, running cost, and reliability. Full EVs make sense for buyers in Lusaka with access to home charging and a daily commute under 200 km.
