Zimbabwe's 2025 EV Incentive Explained: How to Save R130,000 on Your Import

Zimbabwe has introduced significant duty reductions for electric vehicles, making it one of the most attractive Southern African markets for EV imports. Here is exactly how much you can save and whether you qualify.

The New EV Duty Rates

Under the latest ZIMRA tariff amendments, fully electric vehicles (EVs) attract customs duty of just 25%, compared to 80–120% for equivalent petrol or diesel vehicles. This represents a potential saving of over R130,000 on a typical mid-range EV import.

Note: Duty rates are based on CIF (Cost, Insurance, Freight) value. VAT at 14.5% is also applied on top of duty-inclusive value. The 25% EV rate applies to fully electric vehicles only — hybrids still attract higher rates.

Who Qualifies

The reduced EV rate is available to all importers, including non-residents and commercial importers. There is no special permit required — simply declare the vehicle correctly under the relevant HS tariff code.

Hybrid Vehicles: No Reduction Yet

Hybrid vehicles (petrol-electric) do NOT qualify for the reduced 25% EV rate. They continue to be classified under standard petrol/diesel tariff lines. This means a Toyota Prius or Honda Fit Hybrid still attracts 80% customs duty. However, a full Nissan Leaf or Tesla Model 3 qualifies for the 25% rate.

Real-World Savings Example

Consider a Nissan Leaf with CIF value of USD 15,000:

  • EV rate: 25% duty = USD 3,750. VAT (14.5%) on USD 18,750 = USD 2,718. Total: USD 6,468.
  • Petrol equivalent: 80% duty = USD 12,000. VAT (14.5%) on USD 27,000 = USD 3,915. Total: USD 15,915.
  • Saving: USD 9,447 (~R170,000 at current rates).

How to Claim the Reduced Rate

  • Ensure the vehicle is fully electric (no internal combustion engine)
  • Obtain the correct HS tariff classification from ZIMRA before shipping
  • Include manufacturer specification sheets confirming EV status with customs documentation
  • Declare under the correct tariff line at the port of entry
