ZIMRA Car Import Zimbabwe — Complete Guide to Customs Clearance

The Zimbabwe Revenue Authority (ZIMRA) is the government body responsible for collecting import duties and taxes on vehicles entering Zimbabwe. Understanding ZIMRA's procedures is essential for a smooth import.

What ZIMRA Does

ZIMRA assesses and collects customs duty, excise surtax, VAT, and the interim levy on imported vehicles. It also enforces import restrictions including the 10-year age limit under SI 54/2024.

Step 1: Tariff Classification

Before shipping, obtain a tariff ruling from ZIMRA to confirm your vehicle's HS code and applicable duty rate. This prevents unexpected reclassification at the border. ZIMRA classifies vehicles primarily by engine size and fuel type.

Step 2: Documentation Preparation

  • Original Bill of Lading endorsed by the shipping line
  • Commercial invoice showing purchase price and vehicle details
  • Original Certificate of Title (Japanese export certificate)
  • Proof of identity (passport or Zimbabwean ID)
  • ZIMRA declaration form (completed by clearing agent)
  • Returning resident documentation (if applicable)

Step 3: Duty Assessment

ZIMRA assesses duties at the port of entry (Beit Bridge, Chirundu, Victoria Falls, or Plumtree). The assessment calculates customs duty (60–80%), excise surtax (20–40%), VAT at 14.5%, and the interim levy of approximately USD 250.

Step 4: Payment

Duties can be paid in USD or ZWL at the prevailing RBZ auction rate. Payment is made at ZIMRA-accredited banks. Some border posts accept electronic payments, but cash or banker's cheque is recommended.

Step 5: Vehicle Inspection and Registration

After customs clearance, the vehicle must pass inspection at a Vehicle Inspection Depot (VID) and be registered with the Central Vehicle Registry (CVR) for Zimbabwean number plates.

Note: Zimbabwe's 10-year age limit (SI 54/2024) is strictly enforced. Vehicles older than 10 years from date of manufacture generally cannot be registered. Always verify the manufacturing date before purchase.
