The Zambia Revenue Authority (ZRA) administers all vehicle import duties and taxes through its unique fixed duty system. Here is how to navigate ZRA customs clearance successfully.
What ZRA Does
ZRA assesses and collects fixed customs duties, carbon surtax, VAT, and the RDA road levy on all imported vehicles. It operates the ASYCUDA electronic customs declaration system and enforces import compliance.
The Fixed Duty System
Unlike most countries that use a percentage of vehicle value, ZRA publishes fixed duty schedules in ZMW. The duty is determined by engine size, vehicle age, and body type — not the purchase price. This means two identical vehicles with different purchase prices pay the same duty.
Step 1: TIN Registration
Register with ZRA for a Taxpayer Identification Number (TPIN). This is required for all import transactions. Registration is free and can be done online or at any ZRA office.
Step 2: ASYCUDA Declaration
Your clearing agent submits an electronic customs declaration via the ASYCUDA system at least 24 hours before the vehicle arrives. The declaration includes vehicle specifications, CIF value, and supporting documents uploaded as attachments.
Step 3: Duty Assessment and Payment
ZRA assesses fixed duty + carbon surtax + VAT + RDA levy. Payment is made at ZRA-accredited banks in Zambian Kwacha. The assessment is valid for 14 days.

Post-Clearance Registration
After ZRA clearance, register the vehicle with the Road Transport and Safety Agency (RTSA) for Zambian number plates. This requires the Customs Clearance Certificate, proof of identity, and insurance.
